PART THREE integrates the theoretical elements in Parts One and Two and demonstrates how they can be used to assess and potentially solve global issues by using the example of territorial disputes and suggests policymaking guidelines in regard to handling crises.
Chapter 7 Territorial disputes
Although relevant, traditional causes for territorial disputes─strategic location of territory, its economic value, homogeneity with bordering minorities or political unification─fail to provide a satisfactory and comprehensive explanation about their intricacy. Therein, procedures such as negotiation, mediation, the intervention of international organizations and bodies, remedies like independence, the acknowledgment of self-determination, free association and condominium have proven inefficient in solving several ongoing territorial disputes. The reason for this failure has to do with the unidimensional way of dealing with them, i.e. organizations, procedures and remedies only deal with one particular area, agent, issue, etc. A multidimensional approach is required in order to tackle these differences and solve them in a peaceful and permanent manner. This chapter considers how and why territorial disputes start and why some persist while others find a solution. For example, the chapter examines how the domestic context influences the regional and international contexts and vice-versa. By shifting from a current relationship paradigm between sovereignty and cosmopolitanism to a reconceived paradigm in which cosmopolitan and sovereignty can (and should) operate together, it is possible to fully comprehend the complexity of these disputes and potentially address them in a more efficient way. The prospects for such a model are promising because it can be applied to other global issues such as pandemics; arms, drug and human trafficking; terrorism; the flow of refugees; and war.
Chapter 8 Conclusive remarks, limitations and implications
The last chapter integrates the main points of this monograph, highlights its explanatory importance in the legal, political and international relations disciplines; and reveals additional potential implications.
The value of these implications is threefold: the many affinities sovereignty and cosmopolitanism contain; the potential this view about the synergy between cosmopolitanism and sovereignty can offer to the analysis, understanding and effective management of global issues like territorial disputes, pandemics and terrorism; and guidelines for policymaking in those areas.
