The borders we share are more than lines drawn on maps or etched into the sea—they are the heartbeat of human longing, the weight of history, and the restless tides that both bind and divide us. In Section 3 of The Borders We Share, we turn our gaze to the maritime borderlands, where islands, reefs, and rocky outcrops become stages for stories of sovereignty, survival, and the quiet courage of those who call these contested waters home. From the wind-scoured cliffs of Ruritania’s Crown to the coral-strewn shallows of Blefuscu’s Boats, Posts 13 through 18 weave a tapestry of human resilience against the backdrop of real-world disputes—the Falklands/Malvinas, Spratly Islands, Senkaku/Diaoyu, Aegean Sea, and Paracel Islands. These six tales, set in fictional realms that mirror our own, reveal the human cost of claiming the sea, where every wave carries a story, and every reef holds a dream. This recap unfurls these narratives, exploring their characters, settings, and the threads of ambition, pride, and hope that tie them together, while reflecting on the borders that shape our shared humanity.

Before diving into the tides of Section 3, we pause to reflect on the journey thus far. Section 1, Weaving the Threads: Six Tales of Borders and Balance, introduced us to landlocked borders where mountains, rivers, and plains shaped human destinies. From the fictional peaks of Eldorado’s Pass, echoing the India-Pakistan Line of Control, to the riverine divides of Zembla’s Flow, mirroring the Mekong’s shared waters, these stories explored the delicate balance between conflict and coexistence. Characters like Maria, a trader crossing Eldorado’s contested ridges, and Somchai, a farmer along Zembla’s banks, embodied the resilience of those who navigate borders not as lines but as lived realities. The section wove tales of dialogue and defiance, showing how borders can both fracture and forge communities.

Section 2, Taming the Sands: Six Tales of Oil, Dust, and Dignity, shifted to arid borderlands where deserts and oilfields became arenas for human ambition. From the dunes of Calormen’s Reach, reflecting the Saudi-Yemen border, to the oil-soaked plains of Erewhon’s Dust, echoing the Iraq-Kuwait disputes, these posts delved into the interplay of resource wealth and human dignity. Characters like Aisha, a Bedouin herder in Calormen, and Khalid, an oil worker in Erewhon, navigated the tensions of modernity and tradition, their lives shaped by the sands that both sustained and divided them. Together, Sections 1 and 2 set the stage for Section 3, moving from mountains and deserts to the fluid, unpredictable borders of the sea.

Section 3 opens with the windswept rocks of Ruritania’s Crown, a fictional echo of the Falklands/Malvinas, where the South Atlantic’s gales carry the weight of contested histories. Posts 13 and 13.1 introduce Elena, a third-generation islander whose family tends sheep on these rugged slopes. The narrative paints a stark landscape—green hills battered by salt spray, kelp-strewn beaches where penguins waddle alongside human dreams. Elena’s life is one of quiet labor: shearing wool, mending fences, and listening to the wind’s ceaseless howl. Yet, beneath this simplicity lies a deeper tension. Distant capitals—Ruritania and its rival—claim her island, their flags fluttering like uninvited guests.

In Post 13, we walk with Elena through peat bogs, her boots sinking into earth her grandfather called “ours before the maps were drawn.” The story delves into her memories—of her father’s tales of the 1982 war, of neighbors lost to mines buried in the soil. Her defiance is understated but fierce, rooted in the daily grind of survival in a place where the wind never rests. Post 13.1 shifts to Miguel, a sailor from the rival nation docking at Ruritania’s Crown under a truce. His ship carries supplies but also the weight of his country’s claim. Their cautious interactions—shared tea, halting stories—reveal the border as a paradox: a line that separates yet forces connection. The posts weave a delicate balance, showing how the islanders’ lives are shaped by resilience against both the elements and the distant powers that seek to define them. The Falklands/Malvinas dispute hums beneath, a reminder that sovereignty is felt in the calloused hands of those who live it.

Post 14 carries us to the turquoise waters of Atlantis’ Waves, a fictional mirror of the Spratly Islands, where coral reefs and shallow seas are claimed by many but owned by none. We meet Linh, a fisherman whose wooden boat bobs amid a maze of reefs, his nets cast in waters patrolled by naval frigates. The post paints a vivid seascape—emerald shallows where fish dart like silver needles, atolls shimmering under a tropical sun. Yet, this beauty is deceptive. Linh’s livelihood is precarious, his small boat dwarfed by the steel hulls of rival fleets, each flying a different flag.

The narrative centers on Linh’s quiet defiance. He knows the reefs better than any mapmaker, his knowledge inherited from his father, who fished these waters before the patrols began. A confrontation with a foreign vessel leaves him shaken but resolute, his voice steady as he tells his son, “The sea doesn’t care for borders.” The story is a meditation on the human cost of maritime disputes, where fishermen like Linh are pawns in a game played by nations. The Spratly Islands’ real-world echoes resonate, showing how the smallest players bear the heaviest burdens in the quest for control, their nets tangled in lines of power drawn far from shore.

Posts 15 and 16 transport us to Lilliput’s Isles, a fictional stand-in for the Senkaku/Diaoyu Islands, where rocky outcrops spark a clash of fishing fleets and national pride. The story unfolds through Hiroshi, a seasoned captain whose family has fished these waters for generations. In Post 15, we join Hiroshi on his weathered boat, the *Sea Crane*, navigating the isles’ choppy seas. The post paints a stark picture—jagged rocks rising from waves, their slopes barren but their waters teeming with life. Yet, this abundance is contested. Rival boats from a neighboring nation crowd the horizon, their presence a challenge Hiroshi cannot ignore.

The narrative delves into Hiroshi’s memories of his grandfather, who spoke of a time when the isles were shared, their bounty enough for all. Now, patrol ships shadow every trip, and a minor collision escalates into a standoff. Post 16 introduces Mei, a young crewmember from the rival fleet, whose own family claims the isles as their birthright. Their perspectives weave together, showing how pride and pragmatism collide, yet their shared struggle—to feed families, to honor the past—binds them. The Senkaku/Diaoyu dispute underpins the story, a reminder that borders can turn neighbors into adversaries, yet shared waters hold the potential for understanding.

Post 17 brings us to Narnia’s Sea, a fictional reflection of the Aegean’s turbulent shores, where borders are drawn not just on water but in the hearts of those who live along its edges. The story centers on Ayla, a lighthouse keeper on a rocky islet, her beacon guiding fishing boats and migrants through treacherous nights. The post paints a haunting seascape—craggy cliffs lashed by waves, the lighthouse’s beam cutting through fog like a promise. Ayla’s life is solitary, her days spent tending the light and watching for those fleeing war or poverty.

The narrative explores the Aegean’s dual role as a cradle of culture and a crucible of conflict. Ayla’s islet is a microcosm of the region’s tensions—hospitality strained by fear, unity frayed by borders. When she aids a stranded family, their gratitude clashes with the suspicions of mainland neighbors, who see every boat as a threat. Ayla’s own history—her family’s flight from conflict decades ago—weaves into the broader tapestry of migration and mistrust. The Aegean’s real-world echoes resonate, reminding us that borders are thresholds where humanity is tested by the tides of compassion and fear.

Post 18 closes the section in the coral-strewn waters of Blefuscu’s Boats, a fictional echo of the Paracel Islands, where Vietnamese and Chinese fishermen navigate a shared yet divided sea. We follow Thuy, a Vietnamese fisherman whose small boat dances across reefs claimed by both nations. The post paints a vivid picture—coral gardens glowing beneath waves, storms churning the sea into froth, and the hum of patrol boats. Thuy’s life is one of constant negotiation—with the weather, with rivals, with invisible lines dictating where he can cast his nets.

A tense encounter with Chen, a Chinese fisherman, forms the story’s heart. Their shared labor—hauling nets, weathering storms—creates a fragile bond, yet their flags pull them apart. The post explores the paradox of the Paracels, where the sea unites but borders divide. Thuy and Chen’s stories mirror each other, their dreams of a bountiful catch overshadowed by conflict’s specter. The real-world dispute hums beneath, showing that maritime borders are lived realities, felt in the calloused hands of those who sail.

Section 3 weaves a tapestry of maritime borders, where islands and reefs are more than dots on a map—they are homes, histories, and hopes. Elena’s steadfast tending of her flock, Linh’s defiance against naval might, Hiroshi and Mei’s shared struggle, Ayla’s quiet compassion, and Thuy and Chen’s uneasy camaraderie embody the voices of those living in the shadow of disputes. These stories humanize the abstract, showing that the Falklands/Malvinas, Spratly, Senkaku/Diaoyu, Aegean, and Paracel conflicts are not just headlines but lived experiences, felt in the ropes of fishing boats and the flicker of a lighthouse beam. The sea, vast and indifferent, cares little for the lines we draw, yet for those who sail it, those lines are everything—home, heritage, survival.

A Quantum-Inspired Lens for Sovereignty: Resolving Global Conflicts with Shared Solutions

Territorial disputes—from Gibraltar to the Falklands/Malvinas, Kashmir to the South China Sea—reveal the intricate complexity of sovereignty in our interconnected world. These conflicts involve not just land but entangled claims, competing identities, and the pursuit of justice. Over the past decade, I have explored these challenges in my trilogy: Sovereignty Conflicts and International Law and Politics: A Distributive Justice Issue (2017), Territorial Disputes and State Sovereignty: International Law and Politics (2020), and Cosmopolitanism, State Sovereignty and International Law and Politics: A Theory (2023). Through these works, I have coined notions such as Quantum Sovereignty and Distributive Sovereignty, integrated via a quantum-inspired lens. In this article, I will explain these notions using five of their key hallmarks—Entangled Sovereignty, Distributive Justice in a Quantum Context, Multidimensional Sovereignty and Quantum Superposition, Cosmopolitanism as an Entangled State and Policy and Diplomacy in an Entangled World—and show their relevance to disputes like Kashmir, the Falklands/Malvinas Islands, Gibraltar and Crimea, emphasizing the pluralism of pluralisms and multidimensionality from my 2023 book. Join me in exploring how these ideas can reshape global conflicts.

Sovereignty is no longer about exclusive control. In Gibraltar, the UK’s sovereignty, Spain’s territorial claim, Gibraltarian self-determination, and EU interests overlap. In Kashmir, state, community, and individual claims intertwine across domestic, regional, and international contexts. The Falklands/Malvinas dispute pits Argentina’s historical narrative against the Islanders’ self-determination and the UK’s authority. These cases show sovereignty as fluid, plural, and entangled, demanding innovative approaches.

My trilogy addresses this complexity:

– 2017: I introduced “egalitarian shared sovereignty,” a justice-driven model to share authority equitably, challenging zero-sum outcomes.

– 2020: I analyzed disputes like the Falklands/Malvinas Islands, Gibraltar, Kashmir, Israel-Palestine and the South China Sea, using empirical data and case studies to highlight sovereignty’s fluidity.

– 2023: I proposed a “pluralism of pluralisms” and multidimensionality, where sovereignty spans agents (states, communities, individuals), roles (hosts, participants), contexts (local, global), realms (rational, empirical, axiological), and objects (ideal, natural, cultural, metaphysical), blending state sovereignty with cosmopolitan ideals.

These ideas converge in Quantum Sovereignty and Distributive Sovereignty, unified through a quantum entanglement metaphor.

Quantum Sovereignty is a descriptive meta-framework that views sovereignty as a dynamic, relational system, mirroring quantum entanglement where particles are fundamentally linked. *Entangled Sovereignty* sees one actor’s claim (e.g., a state’s territorial assertion) rippling through others, affecting rights, obligations, and global norms. For example, in the South China Sea, China’s claims entangle with those of neighboring states and international law, as shown in my 2020 case studies. My 2017 shared sovereignty and 2023 multidimensionality extend these links across diverse agents, roles, and contexts.

Multidimensional Sovereignty and Quantum Superposition refers to sovereignty existing in multiple forms—exclusive, shared, territorial, cosmopolitan—until resolved. My 2023 book’s “pluralism of pluralisms” and multidimensionality, paired with 2020’s empirical fluidity, illustrate this in Gibraltar, where disputes remain unresolved until a “measurement” (e.g., a shared sovereignty agreement) collapses the possibilities.

Distributive Sovereignty is a normative framework that resolves entangled claims through ethical criteria. Distributive Justice in a Quantum Context ties fairness for one agent to others, like entangled particles. My 2017 work emphasizes equitable sharing, while my 2020 data shows that fairness in one dispute (e.g., Kashmir) influences justice elsewhere. This framework focuses on:

– Inclusion: Amplifying marginalized voices, like indigenous groups in Kashmir.

– Redress: Addressing historical injustices, such as colonial legacies in the Falklands/Malvinas Islands.

– Pragmatism: Proposing shared governance, dual sovereignty, or legal pluralism.

The conceptual architecture is:

– Diagnosis (Quantum): Recognize overlapping, multi-scalar claims.

– Engagement (Entanglement): Design inclusive processes without domination.

– Resolution (Distributive): Apply justice principles for shared outcomes.

In Israel-Palestine, Quantum Sovereignty maps entangled claims, while Distributive Sovereignty proposes a plural legal framework, balancing self-determination with territorial integrity, informed by my 2017 and 2020 works.

Cosmopolitanism as an Entangled State integrates state sovereignty with global citizenship. My 2023 framework, with its pluralism of pluralisms and multidimensionality, casts sovereignty as an entangled system of state claims, community interests, and international law, enriched by 2020’s empirical grounding. Territorial shifts in Crimea, for example, impact global justice, as shown in my 2020 data. My 2017 shared sovereignty model fosters mutual responsibilities, balancing local and global needs.

The Falklands/Malvinas dispute illustrates these frameworks. Entangled Sovereignty reveals Argentina’s historical claims, the Islanders’ self-determination, and the UK’s authority as interconnected. Multidimensional Sovereignty and Quantum Superposition highlight the dispute’s unresolved forms, as per my 2023 multidimensionality. Distributive Justice in a Quantum Context suggests a fair resolution, such as shared resource management or autonomous governance, as proposed in my 2017 egalitarian shared sovereignty.

Notably, my 2017 shared sovereignty model resonates with a 2018 proposal by Professor Marcelo Kohen, which includes autonomous governance, dual nationality and shared resources for the Falklands/Malvinas. This alignment underscores the practical potential of my frameworks, grounded in 2020’s case studies and elevated by 2023’s multidimensional, pluralistic vision.

Policy and Diplomacy in an Entangled World calls for a quantum-inspired approach to diplomacy. My 2020 case studies show how territorial moves resonate across global systems. My 2017 justice-driven sharing and 2023’s pluralism of pluralisms urge diplomats to anticipate these ripples, designing inclusive solutions. For Taiwan, Quantum Sovereignty maps competing claims, while Distributive Sovereignty proposes shared governance. In Kashmir, shared sovereignty could balance state and community interests, fostering global justice.

Quantum Sovereignty and Distributive Sovereignty form a full-spectrum model: from ontology (how sovereignty exists) to ethics (how it should be shared) to practice (how to structure agreements). My trilogy—distributive justice (2017), empirical disputes (2020), and the pluralism of pluralisms and multidimensionality (2023)—grounds this in real-world data and interdisciplinary insights, unified by Entangled Sovereignty, Distributive Justice in a Quantum Context, Multidimensional Sovereignty and Quantum Superposition, Cosmopolitanism as an Entangled State, and Policy and Diplomacy in an Entangled World.

The sea roared with a restless fury, its waves lashing against the rocky shores of Blefuscu, where the horizon shimmered with the floating enigma of Laputa, a realm aloft in the clouds yet tethered to the waters below. A grand hall emerged from the mist, its jade-green banners rippling like the scales of a dragon, its interior aglow with lanterns casting a spectral light across a map woven from threads of mist and tide. This was no ordinary assembly—it was a crucible where Blefuscu’s boats challenged Laputa’s dominion, their strife a mirror to the real-world contest between Vietnam and China over the Paracel Islands, a contested jewel in the South China Sea. Dr. Jorge Emilio Núñez stepped into this ethereal space, his holographic map unfurling like a living tapestry, its pulses weaving a story of multidimensional magic to bind these warring waters—and ours. The air thrummed with the creak of ships, the whispers of ancient voyages, and the weight of modern claims, a saga where the sea held the promise of unity or ruin.

Inside, the hall pulsed with presence. King Golbasto of Blefuscu, his scepter carved from coral, stood with the fierce pride of a ruler defending his shores, his stance echoing the resilience of Vietnam’s fishing communities. Queen Flimnap, her voice a melody of resilience, offered a vision of endurance, her eyes reflecting the struggles of her displaced people. From Laputa descended King Munodi, his robe shimmering with celestial threads, flanked by his strategist, Sky Captain Gulliver, whose ambitions soared beyond the waves, mirroring China’s expansive claims. Joining them were spectral figures of history—Confucius, his presence serene with the wisdom of Chinese harmony, Ho Chi Minh, his spirit ablaze with Vietnamese resolve, and Zheng He, the Ming admiral, his gaze commanding from the decks of ancient fleets. Dr Jorge, guided by the insights of Cosmopolitanism and State Sovereignty (2023) and Territorial Disputes (2020, Chapter 7 on the South China Sea), raised his hands, inviting them into a narrative not of conquest but of shared destiny. “This is no battlefield of steel or sky,” he said, “but a dance of dimensions where every wave, every heart, finds its place, echoing the Paracel’s contested tides.” The assembly leaned in, drawn by the promise of a story that might still the waters, their breaths held as the dialogue began to unfold.

The hall’s jade-green banners swayed like the fronds of a submerged forest, the lanterns casting a warm glow over a map etched with the rugged coast of Blefuscu, the floating expanse of Laputa, and the scattered isles of the Paracel chain, a disputed realm in the South China Sea. The air carried the scent of salt and sandalwood, a reminder of the fishing boats that plied these waters, the oil rigs that loomed on the horizon, and the displaced communities echoing Vietnam’s claims against China’s expansive “nine-dash line.” The map pulsed with the struggle over tides—Blefuscu’s boats asserting rights to the southern shoals, Laputa claiming aerial and maritime dominion, a reflection of Vietnam’s historical presence since the 17th century and China’s 1974 occupation, fortified with outposts and military installations. The scent mingled with the tension of a region teetering on conflict, where ancient maritime routes, colonial legacies, and international law clashed, much like the South China Sea’s complex tapestry, as explored in Territorial Disputes (2020).

Dr Jorge stepped forward, his voice a storyteller’s incantation. “This is our stage, where realms and rulers dance together, mirroring the Paracel Puzzle—Vietnam’s fishing heritage and China’s strategic reach, as detailed in Chapter 7 of my 2020 book, Territorial Disputes. Let us hear their truths and seek a path beyond.” The hall’s air thickened with the weight of history—the Paracels’ contested sovereignty, claimed by Vietnam through centuries, seized by China in a 1974 naval clash, and now a flashpoint with militarized outposts, oil exploration disputes, and the 2016 UNCLOS ruling rejected by China. The geostrategic stakes, international actors like the US and ASEAN, and leaders’ prestige fueling the status quo underscored the region’s volatility, as highlighted in Territorial Disputes (2020).

Around the map stood a constellation of voices, each a vivid stroke in this unfolding epic. King Golbasto, his coral scepter raised, spoke with the resolve of a monarch guarding his legacy, flanked by a Blefuscudian fisherman whose nets had been cut by Laputan patrols, mirroring Vietnam’s coastal communities and displaced fishers. Queen Flimnap, her voice a song of survival, offered hope, joined by a displaced villager whose home was lost to Laputan claims, echoing Vietnam’s evicted populations. King Munodi, his robe aglow with celestial light, asserted Laputa’s dominance, supported by Sky Captain Gulliver, whose strategic mind plotted to expand their reach, reflecting China’s island-building and naval presence. The historical figures joined—Confucius, his wisdom a calm amidst the storm, Ho Chi Minh, his spirit defiant with independence, and Zheng He, his presence a testament to China’s maritime past.
